    Khanh Le has a strong background in finance, human resources, and investment management, focused on driving growth for small businesses. His expertise spans budgeting, financial strategy, and compliance, ensuring fiscal health and transparency across organizations. Skilled in HR leadership, Khanh fosters inclusive workplace cultures, oversees talent development, and aligns teams with strategic objectives.

    Miguel has assumed the role of Advisory and Training Manager at PBDG. This position seamlessly aligns with his dedication to service, which originated at the age of 15 through active participation in 4H's youth and community development program. His unwavering commitment to serving diverse communities across Oregon, both in voluntary and professional capacities, has been demonstrated over numerous hours. Past roles such as Community and Family Engagement Liaison for the Hillsboro School District, an academic advisor at Portland State University, and a board member for organizations like Adelante Mujeres, LULAC Oregon, and the Washington County Public Affairs Forum have imparted upon him a profound understanding of the challenges and prospects that face our communities.

    His steadfast dedication to service has been acknowledged through prestigious accolades such as the Congressional Award and the Crystal Apple Award. Having amassed 12 years of experience in the education sector, working closely with families, youth, and community members.

    We’re excited to welcome Felicia Wells-Thomas to PBDG. Her career has been rooted in relationship-building, culturally responsive engagement, and supporting marginalized communities—work that aligns seamlessly with PBDG’s mission and values.

    For more than a decade at Micro Enterprise Services of Oregon (MESO), Felicia partnered closely with community members, small business owners, entrepreneurs, and organizations to build trust and develop programs grounded in real community needs. Her leadership is guided by a simple belief: people do their best work when they’re trusted. That philosophy shows up in how she collaborates, listens, and advocates—whether facilitating outreach, leading listening sessions, or spearheading cultural projects like the MESO Mural.

    Felicia brings additional experience from Acumen Executive Search, where she strengthened her skills in stakeholder communication, cross-team collaboration, and community representation. She’s drawn to PBDG’s commitment to culturally aware engagement and is excited to contribute her experience, heart for service, and passion for meaningful connection in support of our members and partners.

    Joel Williams is a nonprofit finance and operations expert with over a decade of experience in accounting, finance, and human resources management. Skilled in QuickBooks and Excel, Joel streamlines accounting, optimizes budgets, and ensures financial compliance to help nonprofits achieve fiscal stability. With degrees in Accounting and HR Management, he combines technical knowledge with strategic HR practices, excelling in payroll, grant management, and DEI initiatives. Joel is committed to creating inclusive workplaces and supporting mission-driven organizations through effective financial oversight and people-centered leadership.

  • Javier is a community driven leader with a strong foundation in civic engagement and advocacy. Born and raised in Hillsboro, Oregon, he brings a deep commitment to public service and community empowerment, with experience advancing immigrant rights at both state and national levels through grassroots lobbying efforts. Javier holds a Bachelor’s degree in Environmental Sciences from Portland State University, with double minors in Sustainability and Biology. He is known for his collaborative approach, working to break down barriers to opportunity, expanding access to resources, and fostering inclusive growth. Outside of his professional work, Javier enjoys rock climbing and kayaking, and has a deep appreciation for the natural environment.
